10 Waiver Programs in Connecticut that Can Help You Stay Out of a Nursing Home

Connecticut provides supports to eligible individuals in community-based settings through special programs called Connecticut Medicaid waivers. What’s being waived is institutional care in a nursing home, which most individuals and families would prefer to avoid.

Fortunately for Connecticut residents, there are 10 different waiver programs in the state, administered by the Department of Social Services. These programs provide a wide range of supports for seniors and individuals with disabilities.

Most of the programs have limited space and there may be a waiting list (the Connecticut Home Care Program for Elders does not have a cap). But the supports available through these programs are substantial. They are all designed to help qualified individuals remain as independent as possible in the community.

The Medicaid application process is complicated, and families may unwittingly do things, like transferring assets, that jeopardize their own or a loved one’s eligibility. To avoid problems, many individuals and families ask us to help them navigate the Connecticut Medicaid planning process.

Here is a detailed listing of Connecticut’s Waiver Programs with eligibility criteria:

CT ABI – The Acquired Brain Injury waiver serves individuals age 18 and older. This program provides case management, personal care, homemaker services, respite, supported employment, environmental accessibility adaption, independent living skills training, transitional living and more.

CT PCA – The Personal Care Assistance waiver serves individuals ages 18-64 and provides personal care supports, adult family living, assistive technology, and PERS (personal emergency response system) for physically disabled individuals.

CHCPE – The Connecticut Home Care Program for Elders provides care for adults 65 years of age and older. The program offers homemaker/companion services, chore services, home delivered meals, transportation, personal care assistance, adult day care and more.

CT Employment and Day Supports: This waiver serves individuals with developmental delays ages 18 and older and individuals with intellectual disabilities ages 3 and older. The program provides supported employment, community-based day support options, respite, behavioral support, individualized day support, specialized medical equipment and more.

CT Individual and Family Support: This program serves individuals with developmental delays 18 and older and individuals with intellectual disabilities, offering adult day health, community companion homes, group day supports, individual supported employment, live-in companion, prevocational services, respite, behavioral support, health care coordination, and more.

CT Home and Community Supports Waiver for Persons with Autism: Individuals with autism ages 3 and older are eligible for this waiver, which offers community companion homes, live-in companions, respite, assistive technology, clinical behavioral support, community mentor, job coaching, life skills coach, non-medical transportation and more.

CT Comprehensive Supports: This program serves people with developmental delays 18 years old or older and people with intellectual disabilities 3 years old and older. The waiver provides adult day health, community companion homes/community living arrangements, group day supports, live-in caregiver, respite, supported employment and more.

CT Mental Health Waiver: This program provides transitional case management for individuals with mental illness ages 22 and older, and offers adult day health, community support, supported employment, assisted living, brief episodic stabilization, community living support and more.

CT Katie Beckett: The Katie Beckett Waiver provides case management to people with physical disabilities from birth to age 22.

CT Early Childhood Autism: This waiver serves children with autism ages 3-4, providing ABA (applied behavioral analysis) certified clinicians and life skills coaching.
